Among the most demanding projects in terms of an integrated approach are green field / brown field projects, as well as infrastructure projects that are usually implemented in the framework of public-private partnerships (PPPs).

Green field and brown field projects

We typically offer our assistance during the following stages of green field and brown field project implementation:

Planning stage

Assistance in the elaboration of project concept and feasibility study:

  • Identification and assessment of the most appropriate regions/locations for projects (in terms of investment climate, available infrastructure, proximity to markets, etc)
  • Market studies
  • Elaboration of production concept
  • Elaboration of logistics & distribution concept
  • Identification and in-depth assessment of potential counteragents (partners, material and components suppliers, clients, etc)
  • Elaboration of legal issues related to implementation of the project (incorporation, certification, licensing)
  • Assistance in elaboration of financials section, assumptions and forecasts for cost and revenue drivers

Implementation stage

  • Identification and assistance in purchase of appropriate land plot or brown field facilities for operations
  • Assistance in negotiations with potential partners, material suppliers and other parties
  • Assistance in getting appropriate engineering infrastructure in place
  • Assistance in fund-raising and involvement of other project participants
  • Liaison with the state authorities
    - Advice and assistance in the course of negotiations with top-level authorities in different structures (federal, regional, municipal)
    - Advice on and assistance in making agreements with state bodies (letters of intent, investment agreements, etc)

Infrastructure Projects & Concessions/PPP

Public-private partnerships (PPPs) that comprise concessions as one of their possible forms are one of the most common ways of implementation of infrastructure projects in the world. Russia is presently in the beginning of elaborating effective PPP projects, and a number of pilot projects that assume the operation of infrastructure objects by an investor (specifically, toll roads) have already been launched in the Russian regions. A steadily developing legal background for PPPs, a substantial number of announced projects and support from federal and regional authorities have created good ground for considering participation in PPP projects in Russia. Federal programs for the development of transport infrastructure assume huge volumes of investment in the sector in the coming years in cooperation with private investors, and we expect that the number of initiated PPP projects will grow at a high pace. At this time we consider the BOT (build-operate-transfer) model as one the most preferable ways for the implementation of PPP projects in the field of transport infrastructure in Russia.
